I'm not sure if people playing Rounders was used to apply to idle loafers wasting their time with games and vices, but I wouldn't be surprised. There is also an old English game called Rounders that is similar to baseball. To be dissolute means lacking restraint, especially marked by indulgence in things deemed to be vices. You know, like one who spends all his money on vintage guitars in the hope that they will appreciate in value.

One who dissipates his resources foolishly and self-indulgently. According to Webster it's a 'dissolute person: wastrel.' I'm sure that clears it right up.
